It is divided into 4 chapters dealing with the polity and its development, the governmental organization and the opinion of the public on the organization and possible changes. Part II treats the desirability and possibility of decentralization of the policy in this field. Volume II finally gives recommendations for decentralization and worked out propositions in 3 fields: roads, public transport and traffic, and transport policy in general.
