CANADIAN EXPERIENCE IN TRAFFIC SAFETY IMPROVEMENT

A description of the programme and of the effects of the first five-year practical usage of this programme (1974-9) for improved road traffic safety is presented. The number of fatalities has decreased by 33% which is double the anticipated 15%. The aim of the programme was to recommend a wider usage of safety belts, more severe legislative measures for intoxicated drivers, elimination of obstacles from roads, introduction of standards for lorries and buses, more severe vehicle technical check-ups, more ample education of drivers and greater involvement of traffic police. Based on the prognosis of the federal and regional government representatives regarding the possible application of some new counter-measures, six operational plans and the required costs were made ready. The plan which presupposes a 17% decrease of fatalities to 1983 and which includes the use of safety belts to 80%, the decrease of unsafe driving, introduction of traffic safety education in schools, stimulation of a more efficient distribution of funds for legislative measures to be taken, further improvements of roads and increase in pedestrian safety has been accepted.
