THE HUMAN FACTOR IS A MYTH

In every driving situation the human operator acts as a controller who is correcting unsafe conditions. The failure to detect these conditions in time for correction is an information failure, not a human failure. The analysis of errors leads to the conclusion that their cause can be corrected by: (1) better equipment design, (2) provision of external instructions and (3) better training. (TRRL)
