REGULATORY POLICY AND DECISIONS RELATING TO RAIL CONTRACT RATES
In this paper, an attempt will be made to explore one possible way that the railroads might be able to improve their ability to capture and hold additional business; namely contract rates and contractual agreements with their customers. While permitting railroads such contracting powers may seem a relatively small gesture, it has the very large advantage of not adding to the burden of the citizen as consumer and taxpayer.
