A debate on environmental matters must be realistic and take into consideration the economic and commercial facts of life. Development in Sweden must be part of international effort; the country is too small to go it alone. Before a decision is taken on exhaust purification, all the facts must be examined. It must be remembered that Sweden is a part of Europe as far as economy and market situation are concerned. Sweden has only 3% of European stock of cars and buys only 1% of the large vehicle producers' output. Sweden's economy is no longer buoyant, and future increases in GNP have already been taken into account. Sweden is extremely dependent on oil and is much more vulnerable than other countries. Methanol etc provide only long-term solutions. More stringent legislation concerning exhaust standards causes a rise in fuel consumption. Due to present Swedish standards, consumption is 5-7% higher than in EEC. Reduction of lead content has caused a 3-10% rise. A change to us standards would result in a 5-10% increase in fuel consumption. Special national regulations produce higher costs and energy consumption, and require an administrative system which the country cannot afford. (TRRL)
