The Benefits and Costs of Local and Regional Railroads
The objective of this study is to determine whether local and regional railroads are beneficial for North Dakota. This is the basic question which must be answered before informed public policy can be developed. Specific objectives are: (1) To quantify the potential efficiency gains of local and regional railroads; (2) To project the secondary economic and transportation infrastructure effects of line sales; (3) To estimate the overall benefits and costs of local and regional railroads; and (4) To highlight the distributional effects on major groups.
