Challenges for a successful implementation strategy of an energy and climate protection mobility programme

Politische Ziele sind eine Sache, die Umsetzung derselben eine andere. Am Beispiel von fünf Dilemmata wird gezeigt, welche Aspekte zu berücksichtigen sind, will man den Weg zu einer erfolgreichen Strategie im Bereich Energie- und Klimaschutz im Verkehrswesen beschreiten. Dieser Weg besteht durchaus auf der Setzung von ambitionierten Zielen und Rahmenbedingungen seitens der Politik, baut aber letztendlich auf die innovative Kraft des Markts beziehungsweise auf marktwirtschaftliche Instrumente. Voraussetzung dafür sind jedoch verursachergerechte und transparente Preise und Spielregeln. Sonst macht man die Rechnung ohne den Wirt. (A) ABSTRACT IN ENGLISH: Political goals are one thing. Implementing them is another thing. Five dilemmas are used as examples to show which aspects need to be taken into account if we want to pursue a successful strategy in the field of energy and climate protection in transport. This path certainly insists on setting ambitious targets and framework conditions by the politics, but in the end, it relies on the innovative power of the market or on market-based instruments. A prerequisite for this, however, are transparent prices and rules of the game that take account of the polluter-pays principle. Otherwise, we will be doing the math without the host.
