PROCEEDINGS: CONFERENCE ON INTERCITY BUS TRANSPORTATION. REMARKS OF SHERRI ALSTON
The Minnesota legislature decided that state grant dollars for assistance to intercity carriers is a legitimate state investment. It did not examine the issue of regulatory reform and subsidy before the state transit assistance program was begun. The goals of the transit assistance program are to preserve an essential intercity system and to maximize the return for state grant dollars that we receive. As in federal programs, Minnesota programs have administrative procedures which are required to disperse and manage: 1. Legislative authorization or appropriation; 2. Contract development; 3. Monitoring; and 4. Technical assistance.
