PROCEEDINGS: CONFERENCE ON INTERCITY BUS TRANSPORTATION. REMARKS OF ALEXIS WODTKE
The Iowa Department of Transportation is working with carriers to help identify new markets for their service and improve their existing service. The Department's transportation planners, who have contacts with businesses and civic groups throughout the state, have helped us arrange meetings in the carriers' service areas. Members of the regulatory agency and company officials attend these meetings and allow the public to tell us what kind of service they need, how well the carrier has marketed its service, what markets it has failed to explore, and ways in which they may be able to help the carrier provide a needed service. The members of the public who attend these meetings may also gain a better understanding of the financial considerations that go into a carrier's decision to alter its service and of the carrier's dependency on their patronage to continue service at its present level. The success of Iowa's system of regulation is attributable to three important factors: 1. Working closely with transportation planners to identify what service is needed by the public and to determine how effectively carriers are responding to changing public needs; 2. Accepting the legitimacy of requiring carriers to subsidize essential services with revenues generated in protected market areas; and 3. Effectively monitoring carrier operations in their service area. (Author)
