DEPENDENCE OF URBAN TRANSPORTATION POLICY ON STRATEGIC GOALS FOR ENERGY AND ENVIRONMENTAL QUALITY

In the 1970s an historic turning point in the evolution of Noroth American industrial society was recognized: "That the abundant low-priced supply of energy on which the economy has depended and upon which Americans (and Canadians) predicated their life-style and work style is no longer available--nor is it every likely to be again." This paper outlines policy research in the energy, environmental, and urban transportation fields during the past "crisis" decade. It reviews the short-term perspective of such policy analysis. It proposes a revised long-term framework for coordinating transportation investment with industrial development and human settlement patterns to achieve energy and environmental qualtiy goals. Conventional transportation policy analysis is a description of the anticipated consequences of feasible variations in transportation system characteristics on energy utilization and environmental quality. The objective of this analysis is to identify the consequences of feasible variations (options) in energy and environmental policy on public transportation organization, investment, planning, and budgeting requirements. This paper discusses energy policy as it relates to the extraction, distribution, and utilization of energy for our industrial economy and the human settlement patterns associated with it; it considers environment policy as it relates to emission and dispersion of the by-products of the production, distribution, and consumption of energy and their harmful consequences to human health or economic welfare.
