THE CONTEXT OF URBAN TRANSPORTATION POLICY: A BACKGROUND PAPER

The basic conclusion to be drawn from this presentation is that the future context of urban transportation policy, planning, and management is replete with uncertainties. The combination of social, political, and economic flux makes any effort at detailed projection something between foolhardy and heroic. However, some general tendencies can be identified. There appears, on balance, to be some prospect that the basic transportation problem may be somewhat moderated, i.e., the rate of growth of demand seems more likely to decline than to rise. However, it seems even more likely that the resources available for solving the problem will be reduced largely as consequence of underlying economic developments. In addition, it appears that what has been referred to as one of the principal transportation problems, the effective use of available resources to solve the basic transportation problem of meeting demand, will be increased. That is, political and policy changes will raise barriers by making it politically more difficult to obtain public funding, by failing to deal effectively with problems of domestic and international monopoly, and perhaps by enacting policies to reduce the internalization of environmental and other social costs.
