FIELD DATA REFINEMENT

This article is the second in a series on the subject of pavement management, and it concentrates on the evolution of the pavement rating system. After two or three weeks of actual field rating work, it is time for the county engineer and the pavement management system (PMS) manager to review the data being collected. It may show four possible problems that were not anticipated in the initial design of the data information selection program of the field rating process. First, the field data may actually be deficient in producing the type of information the staff thought it would have for aiding in the management decision-making process. Second, the field data may be producing more detail data than is actually useful and desirable. Third, the staff may decide the elements being rated are exactly what is wanted, and no additions or deletions of elements are desirable or necessary. Fourth, the field rater's subjective opinions of the various elements need to be reviewed and discussed.
