THE ECONOMIC REGULATION OF ROAD HAULAGE (TRUCKING) IN CANADA AND THE UNITED KINGDOM

This paper assesses the problems associated with attempting to draw upon the experiences of road haulage regulation in the United Kingdom and Canada to provide insights into the impact of possible further deregulation of the United States trucking sector. For quite different reasons, both Canada and the United Kingdom have been seen to provide interesting experiences which may be of relevance to American policy makers. It should be clear, however, that while international comparsions are useful they must always be handled with care. An analysis of the experiences of any country in regulating its haulage industry must always be made within the specific contextual framework of that country and this should always be borne in mind when trying to relate these experiences to situations elsewhere.
