BALANCING DEVELOPMENT AND TRANSPORTATION OBJECTIVES ON TRANSPORTATION CENTER PLANNING

The underlying objective in each of five recently completed transportation center studies was the same: to facilitate and improve passenger transfer and to encourage community development and community revitalization. In the approach employed in each study, the importance of balancing efficient transportation services and community objectives emerged. In this paper the authors describe the community based participation process used to balance these objectives.
