CASE ILLUSTRATION OF LONG-TERM PAVEMENT MANAGEMENT AND UPDATE
In 1977, the regional municipality of Waterloo, Ontario undertook a long term pavement management system implementation project. By 1979 the first full scale run of the system was complete. Since then, the system has been updated once and currently, a third update is underway. The paper gives a brief review of the original network management system implemented in the region of Waterloo and the illustrates the update results available and refinements made to date. Using the results of the 1979 run of the system and the 1979 road needs study update for the region, and economic comparison was made. The estimated 11 million dollar savings in user (vehicle operating) costs which could be realized by using the objectively, rather than subjectively-based approach translates into an annual rate of return of over 60 per cent.
