MANAGEMENT OF WINTER MAINTENANCE

The severity of last winter highlighted the problems which can face all highway authorities in endeavouring to meet their statutory responsibilities. At the same time government was enquiring if the most efficient and effective method of providing the service was being achieved on motorways and trunk roads, whether a national uniform approach was being undertaken or whether better alternatives existed such as through the use of the private sector. This paper discusses current thinking on these national issues, describes the problems encountered last winter, the statement of service and code of practice issued by the DTP in November 1981, the organization and standards for maintenance, the area of communications, correct use of salt and plant to achieve the most economical spread, and training of personnel.
