The aim of this report is to study the possibilities of shaping energy-saving transport structures with due consideration of various personal needs and prerequisites. However, these possibilities are dependent on the location of housing, workplaces and service facilities. The study concentrates on analysing what constraints the present settlement structure imposes on conceivable changes in the pattern of location. Another main factor is to examine the existing possibilities for different people to use the present transport structure. These issues constitute the starting-point for analysing alternative transport structures during the 1980's and also for finding probable factors influencing such structures during the 1990's.
