THE HOUSE OF COMMONS AND TRANSPORT POLICY

The paper reviews the processes used by the commons to influence transport policy. First, it summarises the traditional mechanisms of persuasion and influence, namely private members legislation, parliamentary questions and house debates and illustrates their use in relation to transport policy during the last decade. In the second part of the paper consideration is given to select committees and transport enquiries in the 1970's and four policy enquiries are examined in detail. The third and final section relates to the recent procedural reforms which established a specific select committee on transport. The transport committee's investigations commenced in the early part of 1980 and it is the first year of the committees' work that forms the basis of the review in the concluding part of the paper.
