THE TRANSPORT PROBLEMS OF INNER CITY FIRMS IN THE UNITED KINGDOM

Firms in inner areas of Leeds and London were surveyed to determine the type, extent and severity of their transport problems. The problems were compared with those of firms in outer control areas of both cities. The paper summarises the results of the surveys, draws conclusions as to the most appropriate measures to ease firms' problems, and discusses outstanding methodological issues. The important inner area problems were: congestion and delays affecting all types of trip; inadequate parking; public transport difficulties for the journey to work; on-site delays for commercial vehicles; and on-street loading. The most common effect of problems was lost time. Firms in all areas experienced similar types of problems and solutions applicable to the inner areas are therefore likely to be appropriate elsewhere. Problems were, for the most part, local or site specific. Solutions are likely to be local low-cost measures within the study areas or at individual firms. The problems of congestion and of parking availability may warrant solutions extending beyond the study areas. A method of identifying solutions based on a problem orientated approach is discussed using bus travel in inner London as an example. More precise quantification and costing of problems and their solutions, and monitoring of implemented schemes is warranted. The number of the covering abstract of the conference is TRIS no 368448.
