SPECIAL SURVEYS PROGRAM--PASSENGER CAR FUEL CONSUMPTION SURVEY

This survey originated from a proposal to the Special Surveys Group at Statistics Canada by the Strategic Studies Branch of Transport Canada to monitor the fuel consumption and fuel economy of personal use passenger cars operated in Canada. In order to assess strategies and monitor an effective conservation program for personal use passenger cars, it is necessary to understand the current and evolving patterns of passenger car usage, fuel consumption, economic cost for gasoline and average technical efficiencies achieved by this fleet. The purpose of conducting this survey is to establish a data base concerning personal use of the passenger car in Canada which would contain the following information: total distance travelled, total amount of fuel consumed, average distance obtained per unit of fuel, total expenditures on fuel, seasonal fluctuations in fuel consumption and in distance travelled. This project provides essential information to a variety of government and industry organizations for policy formulation and implementation in the energy field. Among the needs served by this data base are the monitoring of passenger car fuel economy standards and the estimation of passenger car fuel requirements in conditions involving fuel shortages. To meet these objectives, a monthly survey has been developed and was first implemented in July 1979. A telephone interview is conducted to trace selected vehicles to the registered owners. A fuel purchase diary is then mailed to the principal driver of the car. The results are tabulated on a quarterly basis and will be released as they become available. (Author)
