Car usage has been largely dependent on the amount of out-of-pocket costs. The more fixed costs like road tax are converted into variable costs, by putting up the duty on fuel for instance, the more people will be able to compare the costs of journeys by public transport with those of car trips. It is quite possible that energy consumption may be reduced by more than 10%. (TRRL)
