THE INTERNATIONAL CHAMBER OF SHIPPING'S THIRD INTERIM REPORT ON EXPLOSIONS IN VERY LARGE TANKERS

The International Chamber of Shipping's Third Interim Report dealing with explosions in very large tankers is reviewed. In its previous two reports, the ICS first described the investigations which had begun, and secondly, it summarized its research into electrostatic generation during tank washing. In this third report, further work in the field of electrostatics in reviewed, including electrostatic generation and the influence of tank size on this generation. Early safety guidelines for tank atmosphere conditions under which tank washing operations could be carried out are defined, and these guideleines are reviewed and amended, and it is recommended that these guidelines should apply to all crude carriers, regardless of size. Conclusions that were reached from the research are given, and they include findings concerning the use of recirculated and/or chemically treated water, as well as the use of large washing machines, both of which may contribute to tank explosions.
