Part C, "Interstate Transportation," begins with "Transmodal Issues" -- issues involving more than one mode of interstate transportation. The other chapters in Part C are unimodal in outlook, covering interstate "Highways," "Railroads," "Aviation," "Marine," and "Pipelines." In general, the chapters in Part C begin with a description of the elements of the mode, then discuss the issues involved in transitioning to the future, and finally offer a description of what the future of the mode might be.
