A Budding Model: Los Angeles’s Flower Street Bus Lane
In June 2019 a temporary peak-hour bus lane was installed in downtown Los Angeles to address rail station closures. This mixed-use short bus lane, less than two miles, targeted a corridor of high congestion and high ridership. A survey of bus customers and operators reported that two-thirds of respondents using the bus lane perceived time savings. Travel time improved up to 30% while person-throughput increased 37%. This report outlines best practices and lessons learned from the Flower Street bus lane pilot project. The project gained widespread customer support, improved mobility, involved a comprehensive enforcement strategy, and was enabled by strong interagency collaboration.
