PROJECT LEVEL ENERGY COSTS FOR TRANSPORTATION ACTIONS

This paper provides information relating energy intensity factors to the "typical project" level. The report is divided into two basic sections, energy costs associated with Transportation System Management Actions (TSM) and energy costs associated with construction, maintenance and rehabilitation activities involving transportation facilities. Energy costs are identified in terms of direct and indirect energy where possible. Project level energy cost estimates make use of energy/dollar cost factors. Additionally, procedures are provided to adjust for the impact of inflation, as currency inflation necessitates the conversion of either project cost or energy/dollar factors into constant dollars.
