JAPANESE GOVERNMENT WHITE PAPER ON TRANSPORTATION SAFETY '82. PRIME MINISTER'S OFFICE

This publication is the 12th annual report submitted to the Diet since the traffic safety countermeasures law was enacted in 1971. This comprehensive description of the traffic accident situation focuses primarily on 1981 studies of countermeasures instituted in 1981 and plans for traffic safety measures to be implemented in 1982. The first section of the book entitled the Traffic Accident Situation consists of 4 chapters: Road Traffic Accidents (general situation of accidents, trends in vehicle traffic, and analysis of traffic 1981 traffic accidents); Railway Accidents; Disasters at Sea; and Aviation Accidents. The second section, Traffic Safety Measures, consists of three parts. Part 1, Land Traffic Safety Measures, covers financial measures related to safety, the improvement of the road traffic environment, spreading safety concepts in the Community, safety in driving, vehicle safety, traffic control, improvement of first aid and emergency services, automobile accident compensation, and traffic safety science and technology, as well as rail traffic safety measures (operations, rolling stock, rescue systems, rail crossings and science and technology). Part 2 considers Marine Traffic Safety Measures, and Part 3 covers Policies on Aviation Traffic Safety.
