INFORMATION SYSTEM FOR TRAFFIC SAFETY WORK

The purpose of this report is to show and indicate both needs and methods for obtaining the information about traffic and traffic accidents, which is necessary for an efficient traffic safety work. It is suggested that an information system should satisfy the following needs: (1) describe the traffic safety situation, (2) indicate traffic safety problems, (3) show effects of traffic safety measures. A method for describing the traffic safety situation, when effects of different measures have been taken into account is suggested. They are: (1) measures which change the accident exposure, (2) measures which change the risk for an accident or an injury, (3) measures which change the accident consequences. Three information systems are presented and the basis of these are that every system contains one complete register with factors explaining accidents (data for road, traffic environment, persons and vehicles), one part with traffic data and one with consequences (data for accidents and injuries). It is suggested that the traffic safety work should be developed into more goal-oriented systems, which means that the research and the traffic safety work can be planned in a longer perspective than at present. The choice of measures should be made with the purpose of reaching defined goals for traffic safety with respect to the traffic safety situation and to problem areas stated. (TRRL)
