AN EXAMINATION OF CURRENT IMPLEMENTATION AND FUTURE OPTIONS FOR MOTOR VEHICLE EMISSION CONTROL IN VICTORIA

Motor vehicle emission control regulations were introduced in Victoria during 1976. The environment protection authority has since established a vehicle testing station to examine motor vehicle emissions. This paper examines current implementation from the view of test procedures and standards and some test results are presented in the form of compliance rates. It is noted that new vehicles tested had a 39 per cent failure rate whilst in-service vehicles had a 61 per cent failure rate. It is not known what proportion of the in-service failures is due to the legacy of new car failure. Further options are discussed with reference to the draft state environment protection policy for the air environment of Victoria, released in June 1979 by the authority for public review (a).
