REPORT ON A STUDY OF GENERAL MAINTENANCE(PART 1) AND WINTER MAINTENANCE(PART 2) OF TRUNK ROADS AND MOTORWAYS

This study is concerned with the management and control of general, and particularly recurrent, maintenance of motorways and trunk roads for which the secretary of state is the highway authority. This maintenance is carried out for the department by some 60 agent authorities - counties, metropolitan authorities and London boroughs. The objective of this enquiry was to identify how value for money could best be fostered. The whole spectrum of highway works was considered, and the feasibility and viability of a range of organisational options were tested. These ranged from total de-trunking and transfer of all motorways and trunk roads to the agent authorities, through the existing arrangements, to the setting up of a virtually autonomous road corporation. It was concluded that major reorganisation cannot really be considered and that a slightly modified, sharper version of the agency arrangement is the most practical answer to present needs. It was accepted that a network of national traffic arteries should, for the time being, remain under the control of the secretary of state. The definition of this network should be reviewed from time to time so that the highways within dtp control correctly meet current economic and traffic needs. The longer term outcome could well be a network of somewhat lower mileage. (TRRL)
