PARATRANSIT IN NORTH AMERICA 1972-79

This resource paper was presented in Part 2 of the workshop. It reviews the development of paratransit services in North America from 1972 to date, and discusses the institutional problems and issues of labour, technology and the institutional framework and assesses prospects for the future. The pressing need, and the difficulty, of assessing the effectiveness of paratransit options and embracing them in the overall process of transportation planning is highlighted. Until some substantial changes are made in the planning and regulation of urban transportation systems, paratransit modes will unfortunately be able to make only a limited contribution to improving the efficiency of urban transportation (a).
