REPORT ON INDIRECT GOVERNMENT AIDS TO UNITED STATES AND FOREIGN MARITIME INDUSTRIES

The purpose of this study was to identify the direct and indirect aids provided by foreign governments to their shipbuilding and maritime transportation industries. Many maritime nations support these industries to some degree. Of these countries, certain ones have a national fleet and/or shipbuilding industry which is substantial in size. Therefore, the scope of this study is limited to a few countries whose maritime capabilities are significant. These countries are Japan, Norway, Sweden, the United Kingdom and the United States. In addition, information pertaining to Canada is included. Two exhibits are included in an appendix to this report showing the relative importance of various countries as shipbuilding and vessel-operating nations. Data were obtained from several sources, including the Maritime Administration and the Bureau of International Commerce, U.S. Department of Commerce, the embassies to the United States of the several countries, and various publications. In some instances, information from one source conflicted with information from another; additional verification was sought to the extent possible without extending the research to foreign countries. Unverified information is so indicated in this report. Exhibit I in the report appendix lists the sources of data for the report.
