IMPACTS OF REGULATIONS ON THE USE OF TAXICABS FOR PARATRANSIT SERVICES

Use of taxicabs to provide shared-ride and paratransit services has raised the question of regulation of such "taxi-transit" service. An overview is presented of current state and local ordinances as they affect taxi-transit. The service characteristics of 23 taxicab systems, along with four detailed case studies of selected taxi systems representing shared-ride service to the general public (Raleigh, N.C.) and to the elderly and handicapped (Miami, Fl), feeder service (St. Bernard Parish, La.), and transit replacement service (Chapel Hill, N.C.) are presented. Impact of state and local regulations on service characteristics is assessed for each case. The authors conclude that for each successful system, and when interested parties cooperated, regulations did not impede the provision of taxi-transit service. It was found that local regulations were modified or interpreted to meet the needs of local service providers. Recommendations are made for public polices to encourage taxi-transit.
