WHAT THE LEWES STUDY ACTUALLY DID

The author discusses the implication of the implementation of the 1978 Transport Act giving as an example the Lewes study for East Sussex County Council. The area was extensively surveyed to identify the types of transport and its finances, how people were travelling and what the potential and actual transport needs were. The revenue support value for money for the main bus operator is judged by the revenue/cost or revenue/subsidy ratio. The current transport problems of the area in terms of person type/activity are identified and a matrix of important person type/activity combinations is constructed. The problems of the disabled must then be taken into account before needs can be directly derived. A cost effectiveness criterion of cost per need can then be used together with the benefit/subsidy measure to determine how the need should be met. Other means of public transport are considered with an analysis of accessibility to specify a co-ordinated approach to the provision of transport. (A) (TRRL)
