CLUSTER ANALYSIS AND YOUR ROADS....
A common managerial problem of assessing the effects of re-dividing areas of the county to anticipate altered frequencies of service or relocated services can be solved by the statistical technique of cluster analysis. The technique, using several standard computer programs was first used to decide the location of depots for routine highway maintenance in South Yorkshire. It has now been extended to cover gully emptying, road sign cleaning, grass cutting and road sweeping. Four options can be taken. An area can be sub-divided to represent: (1) the minimum travelling/workload combinations for the area, (2) the minimum travelling requirement, (3) the minimum travelling for the sub-divisions to have specified percentages of the total area workload and (4) the boundaries from sub-division centres giving a specified percentage of the workload of the whole area. An application of the technique to highway maintenance strategies is illustrated. (TRRL)
