THE IMPLEMENTATION AND EVALUATION OF LORRY CONTROL SCHEMES

In September, 1981 the Transportation Board of the UK Institution of Highway Engineers published guidelines for the "Implementation and Evaluation of Lorry Controls". The authors of this paper were members of the guidelines working group. In the present paper the authors take a personal look at current lorry operations and the way in which the guidelines might be used in future to improve decision making on lorry controls. At the present time, local authorities adopt a wide range of techniques to evaluate lorry controls. Some techniques are very sophisticated while others are very crude. It is also clear that there are no recognised techniques for evaluating and comparing the environmental benefits that may stem from a lorry control scheme. However, far from being a good reason for not doing an evaluation the authors emphasise the importance of a logical approach. The simple framework assessment as suggested by the guidelines is recommended in all cases. This avoids the risk of overlooking important side effects, provides for an objective assessment where possible and makes it clear where subjective assessment, if at all, has to be made.
