NEW FOCUS ON NEC COMMUTERS
The Northeast Rail Service Act of 1981 relieved Conrail of responsibility for providing commuter service, bringing into existence Amtrak Commuter, a subsidiary of the National Railroad Passenger Corp. (Amtrak). While Amtrak was organized to provide intercity rail service, it provides trackage for numerous commuter services and in some cases operates them. State agencies which have contracted with Conrail for commuter services can now contract with Amtrak Commuter instead. Southeastern Pennsylvania Transportation Authority has already indicated it will undertake its own operation; other such agencies will base decisions on two cost elements: Labor negotiations mandated by the Act and costing methodology. Implications of the Act in various areas are examined, along with the funding implications and fare levels which can affect continuation of Northeast commuter operations.
