Colorado charging infrastructure needs to reach electric vehicle goals

The numbers, types, and distribution of electric vehicle (EV) chargers needed to meet Colorado’s 2030 EV goals are analyzed by the authors. Public, workplace, and home charger needs for passenger vehicles at county level are calculated and the costs of meeting these infrastructure needs estimated. To provide power for 940,000 EVs, the number of public chargers must grow to 24,100. Workplace and home charging must increase respectively to around 47,000 and 437,000 chargers. Denver, Boulder, Jefferson, and Arapahoe Counties, with relatively higher EV adoption through 2019, will need more charging facilities more quickly. Statewide investments for public and workplace chargers will be about $34 million for 2021–2022, and about $730 million for 2026–2030. Of the total investment needed, direct current (DC) fast chargers comprise 35%, followed by home (30%), workplace (25%), and public chargers (10%). The Denver and Boulder metropolitan areas, with relatively high EV adoption and lower infrastructure deployed in 2020, would benefit from larger implementation of infrastructure in the next few years. Also, state investments in the near future should be directed to areas where the EV market is not large enough to attract private sector investment in public chargers. Home chargers comprise about 84% of all those needed in Colorado and will make up more than 60% of EV energy demand by 2030. Ideally, alternative charging equipment, such as curbside or streetlight chargers, in urban residential areas with a high proportion of multi-family housing would be deployed in order to improve the practicality of EVs for all drivers.
