REPORT OF INTERNATIONAL NORTH ATLANTIC AIR AND SURFACE SEARCH AND RESCUE SEMINAR, OCTOBER 26-29, 1970, NEW YORK, NEW YORK

The principal contributions of the several Workshops are summarized below: the Seminar establishes the need for a combined air and surface Search and Rescue plan for the North Atlantic Ocean. A proposal for the contents of such a plan has been agreed upon. The Seminar examined and gives further confirmation and support to the: Need for aircraft and ships, including yachts, to carry emergency position indicating radio beacons; Need for resolution of continuing civil ship-aircraft communications problems; Need for the development of a common ship-aircraft emergency communications system via satellite; Need for improvements in existing maritime distress systems (a new concept, GRAN, the Global Rescue Alarm Net, being developed at the U.S. Naval Test Center, offers an extremely interesting possibility in this regard). The Seminar endorses the concept and urges greater usage of merchant vessel ship position reporting systems. The Automated Merchant Vessel Report (AMVER) System being worldwide in scope is of particular value as a tool for offshore SAR. The Seminar recognizes the need for the standardization of SAR training, terminology, and nomenclature on an international basis. (Author)
