NETWORK TRAVEL BEHAVIOUR "LEVELS OF CHOICE" AND URBAN TRANSPORTATION MANAGEMENT
A framework for the management of urban transportation systems, regardless of their degree of saturation, is suggested. The level of choice concept involves both short-term (traffic engineering) and long-term (transportation planning) network behaviour. Before establishing the various levels of choice, the author examines some new evidence regarding travel behaviour discussing the short-term response of trip-makers to changes in physical networks in Edmonton, Canada, during 1979 to 1981. The effect of the cost of changing travel habits on individuals is assessed, showing that many motorists would tend to take to public transport as the penalty for using cars increased. Travel budget theory is shown to offer a reasonable explanation for short and long-term travel equilibrium. Urban travel behaviour can be interpreted as a set of decisions made by individuals in response to physical networks and in response to the decisions of other trip-makers. The level of choice graph is shown to represent the structure of a traditional model such as TRANSYT and CONTRAM with an added time dimension. Diagrams are given to show how re-evaluation takes place in saturated networks and details are given of decisions at the lower levels of choice of route, time and mode of travel. (TRRL)
