URBAN GOODS AND COMMERCIAL VEHICLE MOVEMENTS IN SYDNEY: A RESEARCH FRAMEWORK

A conceptual framework, emphasising not only interaction between land use and freight linkages but also the 'actors', is developed for analysing urban goods movements. Its effectiveness in helping to identify gaps in knowledge is demonstrated using Sydney as a case study. After detailing the land use activities in Sydney an attempt is made to quantify the linkages between economic units both in terms of the mass of freight flows and commercial vehicle attributes. Then the adequacy of the regional road network for handling these movements is gauged and related environmental issues are specified. Methods for plugging gaps in the knowledge revealed by these surveys are illustrated by reference to a series of local area studies: traffic generation and the printing industry, a large traffic generator, and retail deliveries. While the traditional macro-model still has a role to play as an 'eye on the future' strategic planning exercise, more attention has to be given to local studies as part of a methodology for a more thorough investigation of goods movements in urban areas (A).
