MANAGING TRAFFIC AND SAFETY ENGINEERING WORK
Approximately four years ago, administrators in the Michigan Department of Transportation, Traffic and Safety Division, implemented a Management by Objectives (MBO) approach for its program responsibilities. The division has a staff of 200 scientific, professional, technical, and support personnel whose duties encompass the full range of traffic and safety engineering. At times the work has been extremely frustrating, but some positive benefits are now emerging and the staff are both enthusiastic and optimistic that a good program management system is at hand. This article presents a case study of the Michigan Department of Transportation's experience with this management approach, pointing out that the information gleaned here may be applicable elsewhere, even in smaller city and county organizations.
