MOTOR VEHICLE INSPECTION/MAINTENANCE PROGRAMS. A CRITICAL REVIEW
This review is divided into two parts. Part I, Characterization of I/M program development, contains discussions of the following topics: mobile sources and air quality; mobile source control strategies; I/M program requirements; geographic coverage; existing I/M programs; cost comparison; and proposed I/M programs. Part II, I/M emission reduction potential, covers these topics: motor vehicle emission control technology; I/M technical study design; pre-emissions controlled and Technology I; short emissions tests; Technology II and I/M; the Portland program; Element I and the warranty; Element II and I/M effectiveness; mechanic training and fuel economy; Technology III and I/M; recent analysis of I/M programs; mobile source methodologies and air quality; I/M impact on CO air quality; and I/M impact on ozone air quality.
