RULES OF THE ROAD RATED 1980

This Commentary presents an annual rating of state traffic laws to show how they compare with the rules of the road part of the Uniform Vehicle Code as of January 1, 1981. This rating covers 1980 state traffic laws but does not include changes adopted by state legislatures in 1981. This rating does include changes in the Uniform Vehicle Code which were adopted by the National Committee on Uniform Traffic Laws and Ordinances when it met in August of 1979. This Commentary attempts to provide a precise picture of the status of state traffic laws as of January 1, 1981 that will facilitate rapid identification of particular areas of a state's law that may not be in substantial conformity with the Code, indicate areas of the statutory law where uniformity may be markedly poor on a nationwide basis, and identify states whose traffic laws may need substantial attention on a priority basis as part of contemporary efforts to improve highway safety. This document, when used with "Traffic Laws Annotated", is particularly useful in determining which laws in any one state differ from provisions in the Uniform Vehicle Code (and from laws in other states).
