LES TRANSPORTS SEMI-COLLECTIFS

Semi-public transport, or paratransit, refers to a number of transport modes, an organizational system and a range of services situated between the two main conventional forms of transport: the individual car and public transport. These transport modes, often ignored in standard transport studies, offer an extraordinary diversity in the level of service they offer and their operation. They cover: car hire services, car pooling, taxi, shared taxi, various types of dial-a-bus services, school or work buses. A typology of paratransit services is established based on the following criteria: methods of obtaining the service, flexibility in space and time, type of vehicle, and organization of the service. Service indices and operational costs are included. Three themes are offered for discussion: case where paratransit can improve personal mobility; experimentation with new forms of transport with a view to improving the flexibility of national legislation; transfer of responsibility as regards coordination and administration from the national to the regional level.
