PUBLIC TRANSPORT IN RURAL AREAS: THE INCREASING ROLE OF CENTRAL AND LOCAL GOVERNMENT

The role of central and local government in the planning and provision of public transport in rural areas is examined in this report. The development of various roles is traced through the legislative background, leading to a comparison of the wide range of policies adopted by various authorities. Revenue support policies are examined in some detail. It is concluded that in the absence of more specific guidelines from central government, responsibility for the allocation of public transport subsidies should for the foreseeable future remain with the county or regional council.
