In the Federal Republic of Germany there are at present about 2.5 million handicapped German nationals over the age of seven years. Of these 86% have restricted mobility. The present study gathers together the quantitative values and produces a mobility deficit for this group of handicapped persons. Reference is made to two studies carried out by the same agency: to the continuous investigation of traffic behaviour during 1975-77 and to a special investigation related to the handicapped. Both analyses have been combined together insofar as methodology and available data are concerned. By this means it has been possible to formulate quantitative and qualitative statements without new additional surveys. It is shown that the greatest mobility deficiency lies in the provision of material assistance. There is also a concentration on the weekend period, since only then is it possible for members of a household or other helpers to assist many of the handicapped with a minimum of mobility outside the home. The degree of the mobility deficit is demonstrated by examining a non-handicapped comparative group in each case. The study concludes with methodical and conceptional recommendations for future transport policy measures to aid the mobility of the handicapped. (TRRL)
