PUBLIC PARKING POLICIES. A LOCAL AUTHORITY'S VIEW
This paper considers the place of parking policies in medium-sized metropolitan towns and cities and the practicalities of their operation. The differing needs of the users and the effects of charges and the availability of space on them are discussed. The paper also goes on to consider the effect of parking policies on modal choice, the need for consistency of policies applied to public and private transport and the financial aspects of parking management.
