DRIVER OBSERVANCE OF TRAFFIC LIGHT SIGNALS. REPORT TO THE TRAFFIC AUTHORITY OF NEW SOUTH WALES

The authors of this report form the inter-departmental working group on driver observance of traffic light signals, which was established in 1979 to examine proposals contained in a report to the Traffic Authority of New South Wales entitled "A Proposal to Improve Driver Observance at Traffic Signals" (Messiter, GF). This report is reproduced as Appendix A. The working group's review of the proposals was carried out in five sections, and five technical papers were produced. These papers are reproduced as Appendices B to F. They are: Appendix B--An Assessment of Running the Red Signal as a Traffic Problem (Croft, PG); Appendix C--Literature Review (Hallam, CE); Appendix D--Law Enforcement and Proposed Changes in Traffic Legislation (Walden, NJ); Appendix E--Determination of Intergreen Time at Phase Changes (Hulscher, FR); Appendix F--Motivational Factors Affecting Driver Observance at Traffic Light Signals (Saffron, DG).
