1980 MOTOR VEHICLE COST RESPONSIBILITY STUDY. SUMMARY REPORT

This report presents the findings and recommendations of a study which examined the two groups of users of the Oregon state highway system to determine what their proportion of road user taxes should be to maintain equity between the two groups. The two groups are: Basic vehicles--autos and smaller load-carrying vehicles weighing 8,000 pounds or less; and Heavy vehicles--trucks and buses weighing over 8,000 pounds. Among the major findings were that basic vehicles should contribute 55 percent of road user revenue and heavy vehicles 45 percent, by 1983 at current tax rates basic vehicles will contribute 55.7 percent and heavy vehicles 44.3 percent, and increases in expenditures for highway deterioration prevention will result in a higher cost responsibility share for heavy vehicles.
