ALTERNATIVE APPROACH TO THE IDENTIFICATION OF TRANSPORTATION INVESTMENT NEEDS
The increasing competition for investment funds within the transport sector, and the increasing scarcity of funds available to the sector, means that allocation procedures previously used may no longer be applicable. In particular, the "highway needs" approach to determining investment levels in highways, must come under careful scrutiny in a context of increasing modal diversity. This paper examines a range of procedures for the allocation of funds to various components of the transport sector, and develops a conceptual methodology to ensure that an efficient distribution is achieved (A).
